Add a new option in Webif to backup/restore full OScam configuration

Description
Reason for enhancement
Please foreseen a new tab in OScam webif that will allow users without any Linux knowledge to perform a full backup of OScam configuration files and of course also to restore it.
Create a compressed file (for exemple .tar.gz or any other format that preserve the access rights) exemple using such format:
oscam-#OSCAM-VERSIN-bck-#DATA-#TIME.tgz
oscam-9852-bck-2014-09-17-11-57-35.tgz
And of course propose to be able to restore any file.
I think it is good to have the OScam version include in the file name if possible.
Since Webif is now active by default this can be an easy way to help people quickly start with OScam with pre-define configuration backup file that they can easily restore on there system, we can then propose such files on the forum.
And people are responsible for their OScam backup since they will have an easy way to do it.
Possible impacts on other features
No impact except when parameters change between OScam versions.

without a minimum config oscam is not usable. when you did the minimum config you can easily go to the files section and copy/paste your user and server config. you don´t need any linux knowledge to configure oscam with the web-if.
so for two config files with 1-2kb we should create a complex process? sorry - no...
Why would this have to be in the webif? Nothing stops you from archiving files in the file system.
Webif is not a replacement for generic OS functions.
